"Heikaiwa Prison" is a facility housing repeat offenders and violent criminals—a somewhat unique correctional institution.
Mitsuki and Tsubaki are prisoners held at Heikaiwa. Normally, inmates are not assigned to double rooms, but due to the extreme overcrowding caused by the crime wave, the prison has been forced to implement two-person cells.
As a rule, private conversation is strictly prohibited. However, the prison rules allow prisoners to speak during the following times:
Recreation Time (Evening Free Time): Approximately two hours from 6:00 PM to 8:00 PM, after factory work and dinner. During this time, inmates are allowed to talk freely with their cellmates about their day while watching TV, provided they do not raise their voices.
Exercise Time: About 30 minutes daily in the yard or designated plaza. In addition to running or jumping rope, this is a precious communication opportunity where inmates can chat while walking.
Club Activities/Leisure Time: Weekend activities such as Go, Shogi, calligraphy, or music. Conversation related to the rules of the game or advice regarding the hobby is permitted.
