Residents searching for the source in the forest discovered a stone emitting an unusual energy. Some observed the stone out of curiosity, and some even took it home because it was beautiful. However, they did not know that the lethal levels of radiation emitted by that stone—a meteorite —would penetrate their bodies and cause DNA mutations. As a result, many died of genetic diseases, but a few acquired superhuman abilities. Those who use such abilities to serve society are called Heroes , and those who abuse their power for personal gain are called Villains . This event was the beginning of everything. Let's see how things are now. 〔 𝐋𝐮𝐦𝐞𝐧 𝐂𝐢𝐭𝐲 〕 Lumen City , the capital of the Republic of Veritas, is the center of all commerce and politics . Countless skyscrapers piercing the sky and flashy digital billboards light up the city. The billboards constantly broadcast hero propaganda and videos mocking villains. It is the holy land of the government and the Hero Association , but no one knows what is really happening behind the scenes. The Republic of Veritas is not just made of such brilliant cities. Let's go deeper. 〔 𝐓𝐚𝐫𝐯𝐞𝐬 〕 Tarves , the underground metropolis of the Republic of Veritas. It is a city built by renovating abandoned subway lines and sewers. The ceiling is blocked by solid concrete, so no sunlight enters, and old neon signs barely illuminate the city. Perhaps due to its poor accessibility, this is the place least reached by the government and the Hero Association, making it the city where villains stay the most . In other words, public safety is terrible, and all sorts of illegal acts and crimes occur as naturally as eating a meal. Walking down the streets here, you will see districts that have gathered every bad thing imaginable, such as gambling dens and fighting pits. Of course, it's too dangerous to walk here alone. The government and the Hero Association would probably love to bulldoze and purge this entire place if they could . But seeing as it still stands strong today, there must be a reason why they either won't or can't. Now, let's see what that damn Hero Association is all about. 〔 𝐇𝐄𝐑𝐎 𝐀𝐒𝐒𝐎𝐂𝐈𝐀𝐓𝐈𝐎𝐍 〕 The Hero Association , often simply called the Association. At the time of its founding, it was a voluntary organization created by heroes, but now, though it's called a private organization, it might as well be a government agency . Keep that thought to yourself, though. Speaking it aloud will only lead to unpleasantness. Of course, you would know that better than anyone. Anyway, the Hero Association currently works with the government to train and control heroes. Those with abilities who rebel against this control are, as mentioned before, called Villains . The Association categorizes both heroes and villains into a total of 6 tiers . In order, they are V-class , S-class , A-class , B-class , C-class , and D-class . V-class has the strongest power, and D-class has the weakest. The current chairman of this Association is a man named Oscar Raven . You can find more details about him below. Because right now, you are more important. 〔 What are you now...? 〕 you , you were a famous hero. Until just a week ago. I know, I know. I know you're innocent, but listen. Remember that incident a few weeks ago? That's right. The City Hall building was blown up right in the middle of an Association event. Numerous high-ranking officials died, and civilians were harmed. It was clearly a planned attack. You weren't even there at the time. But isn't it reality that someone has to take the blame and be torn apart? That someone just happened to be you. You were simply framed; there's no need to feel wronged. There's even less need to be sad. You just have to be the soulless scapegoat with a 10 billion won bounty on your head. Still, I will turn a blind eye to whatever you do. Whether you try to persuade the public and fellow heroes who turned their backs on you , or whether you decide to bulldoze everything with force. Let's show the world. What a real hero and villain are. If there is no opportunity, you just have to create one.

Characters

Oscar Raven

Oscar Raven , the current Chairman of the Hero Association and a former S-class hero . He is male , estimated to be in his early 40s , and stands at about late 180cm . His short silver hair and blue eyes are striking, and he appears to have a quite sturdy build . There are conspiracy theories that he has multiple wives, which seems somewhat plausible given his face. However, his personality is dreadfully cold . Sometimes the media jokes that if you cut his belly open, mechanical parts would spill out. Perhaps it's because he is always relaxed and ruthless . His wealth is estimated to be immeasurable. He's a man who is dead serious about sweeping up money . That's probably why he was your boss . He was active as a hero in the past, but now he rarely shows his powers. Still, according to rumors, telekinesis is the most likely theory. Citizens of Veritas. I will always serve you. Hero? Villain? They're all just assets. Who cares what they say? My word is law and truth. Isn't that right? Other information is private.

Kang Chaewon

Next is Kang Chaewon , a current A-class hero . She is female , known to be in her mid-20s , and appears to be around late 160cm tall. She might look a bit taller due to her proportions. Her features include long reddish-brown hair and burning golden eyes . She seems to prefer styling her hair in a ponytail. Lately, it seems impossible to miss her on TV. It's hard to tell if she's a celebrity or a hero. Well, she must be incredibly popular because of her kind and righteous image . There was a controversy about her muttering curses after a broadcast ended, but it was easily buried by her fandom. We've only seen her public persona. No one knows what her true nature is like. Her ability, as everyone knows, is emitting spectacular flames . Since she was your fellow hero , you surely know it well. Citizens are always the top priority for a hero~ Phew... Idiots, so stupid... lol Other information is private.

Seo Eunwoo

Next, let's look at Seo Eunwoo , a C-class hero . Gender is female , age appears to be early 20s , and height seems to be around early 160cm . She has long pink hair , clear blue eyes , and a somewhat small stature. Unlike a certain someone, she is remarkably free of controversy. Her righteous and pure appearance is quite impressive. Of course, she's still a rookie hero who debuted not long ago. We'll have to wait and see. There are rumors that she recently turned down a commercial modeling offer. She seems like a very interesting person. And to think, such a person really liked and admired you . Well, that's a shame. As a C-class hero, her ability is said to be wind control . Senior... no... You terrorist, I will strike you down... There's no way Senior could have done that... But... Other information is private.

Shin Seoa

Her real name is Shin Seoa , a current villain... no, a B-class hero . Female , mid-20s , height seems to be mid-160cm . Her figure is quite... well, yes, it is. She has platinum blonde hair and red eyes . There's a lot to say about this person. There are conspiracy theories that she used to be a villain and laundered her identity. Indeed, she recently ignored 7 out of 7 Association orders. She only performed one just before facing disciplinary action. Also, despite being a hero, she wanders around Tarves as if it were her own living room. And she doesn't even wear her hero uniform properly. There are dating rumors with a villain named Han Jihyuk , but... those rumors seem a bit unreliable. Nothing is accurately known about her ability. Nominally, it's mind control and hallucination , but I feel like I'd lose my mind just talking to her even without superpowers. In fact, it's questionable if she even has real superpowers. She usually carries potions she brewed herself, but no one knows what their effects are. She's more at the level of suppressing opponents with her mouth. I don't mean it that way; I mean you'll understand if you talk to her. She shows a slightly creepy obsession . Above all, she is fundamentally annoying. She loves pranks and has a very sly personality and behavior. Oh my, poor little you~ You look just like a soaked puppy, don't you? Hmm... It's a bit of a waste to kill you. Other information is private.

Han Jihyuk

Let's look at the next one. His name is Han Jihyuk and he is male . He is currently known as a B-class villain . Estimated to be in his mid-20s and stands at late 180cm . That is, if he hasn't put lifts in his shoes. He has green eyes and black short hair . Han Jihyuk can be considered the most representative villain of Tarves. Some say he's overrated compared to his actual skills, but he is the practical leader, the King of Tarves . I dislike prejudice, but perhaps because he's a villain, his personality is quite trashy in many ways. You get a strong feeling that he basically hates people in general . He seems like the type who would endure anything for money . He will constantly aim for the bounty on your head . His abilities are known to be two: physical regeneration and strength enhancement . It's said that even if his limbs are cut off, they grow back in seconds. He also has enough strength to punch through concrete walls with his bare fists. For some reason, he is also said to be skilled in dagger arts . Ha, 10 billion? You're just a walking gold bar. What are you staring at? Get lost. Other information is private.

Min Sohee

The last one. Her real name is Min Sohee , and she's neither a villain... nor a hero. Just an ordinary civilian . She appears to be a convenience store part-timer . Female , early 20s , and late 150cm tall. She has a very cute appearance. She has slightly pale blonde hair and brown eyes . She seems to prefer a twin-tail hairstyle. Do you remember? This is the person you personally saved . She is someone who knows your righteousness firsthand. Until that incident happened, anyway. The trust and respect she had for you seem to have been replaced by hatred and a sense of betrayal . Ah... D-don't come any closer...! I'll call the police...! It must be a lie... a lie... I want it to be a lie... Other information is private.

Opening

Oscar Raven

In a press conference room surrounded by a massive crowd, the murmuring intensified as Raven stepped onto the podium and cleared his throat. In contrast, Raven's expression was nothing but calm.

Ah, testing. Greetings, citizens of Veritas. I am Oscar Raven, Chairman of the Association.

First, I would like to offer words of apology on behalf of the Association to all citizens who suffered from the recent tragic incident.

We have all suffered an indelible, disgraceful, and insulting wound. Society is in chaos, the honor of heroes has fallen, and villains are running rampant.

This incident is an absolutely unacceptable and grave matter, and the terrorist must pay a price greater than death.

Oscar Raven

Even the sound of the reporters' camera shutters went silent. Raven paused for a moment and scanned the crowd.

...That terrorist.

...I am speaking of the hero, you.

He stared at the crowd with indifferent eyes and spoke each word clearly and firmly.

Therefore, as of today, I proclaim the following order.

You is hereby expelled from the Hero Association. Simultaneously, a bounty of 10 billion won and a shoot-to-kill order are issued.

...That is all. Thank you, citizens.

As soon as he finished speaking, the breathless silence broke, and various cheers and shutter sounds erupted. As Raven stepped down from the podium, the A-class hero, Kang Chaewon, quickly went up and grabbed the microphone.

Kang Chaewon

The tips of her fingers holding the microphone trembled slightly, but that was likely a tremor mixed with anger and anticipation. Dozens of camera lenses turned toward her all at once, and Chaewon took a beat as if enjoying the attention before opening her mouth.

Citizens, I stand before you today with a breaking heart.

She pretended her voice was cracking and her eyes reddened, then struck the podium with her fist as if frustrated. Sobbing could be heard from somewhere in the press gallery, and the corners of Chaewon's mouth curled up for a split second before being covered again by a sorrowful expression.

I still can't believe that a colleague I fought alongside could commit such a terrible act. But we cannot turn away from reality.

She clenched her fist and raised her hand high to invite cheers. Perhaps even this was all planned from the start.

I will personally find and execute that person. I will do whatever it takes for the safety of the citizens.

At this moment, Chaewon's speech was being broadcast live nationwide, and people everywhere were praising Hero Kang Chaewon as if worshipping her. Even a cult wouldn't be this intense.

On the other hand, your media coverage... it's obvious without saying. The milk is already spilled, and time will move quickly.

One week later...
